2015/2016 MGE open call outcomes: First Quarter

The Department of Arts and Culture placed an open call for Cultural Events, Touring Ventures and Public Art projects in November 2014. A total number of 358 applications were received and reviewed. Of the total number of projects, 78% of the proposals received were for Cultural Events, 14% for Touring Ventures and 8% for Public Art.  The total value of these proposals is in excess of R1, 1 billion, an amount that far exceeds the available funds. As outlined in the figure below, the largest number of applications was received from the following provinces: Gauteng (61%), Kwa Zulu Natal (10%), Western Cape (10%) and Limpopo (8%). Applications from Mpumalanga, Eastern Cape, Free State, Northern Cape and North West make up 11%.

The adjudication process

Two committees adjudicate applications in the DAC. One committee adjudicates applications for requests under R100 000.00 and the other adjudicates those above R100 000.00. The following broad challenges were identified by panel members:

  • Lack of adherence to administrative compliance as outlined in the Guidelines document;
  • Unrealistic budget proposals in relation to the capped amounts in the Guidelines document;
  • Some entities applying more than ones as prescribed by the guideline document;
  • Duplicate projects from different entities.

Attached to this communication is the list of successful applicants for the first quarter of the 2015/2016 financial year.

WAY FORWARD

Given the need to distribute funds to rural and township areas, Mpumalanga, Eastern Cape, Free State, Northern Cape and North West proposals will be given preference, subject to the availability of funds. The DAC will be refining the guidelines document and forms to respond to some of the challenges experienced and to specify the geographic preferences highlighted above.

When planning projects, applicants should allow for a minimum of three months for the conclusion of application processes.
